What’s New for 2023

Roper St. Francis Healthcare is pleased to provide affordable benefit options that meet the needs of you and your family. We hope that you take full advantage of these benefits as part of your total rewards package.

We encourage you to learn more about your benefits to make the best decisions during Open Enrollment for 2023.

Below is an overview about open enrollment and a high-level summary of what is changing as well as what is staying the same for the coming year.

Enhanced Technology Support

General Open Enrollment Information

Open Enrollment will be Oct. 6-27. 

HOW TO ENROLL:

All benefit elections (except for short-term disability*) must be submitted online through www.rsfbenefits.com.

Use “RSF” plus your employee number (ex. RSF00000) as your username and your date of birth as your password in this format: the two-digit date of your birth followed by the first three letters of your birth month followed by the four-digit year of your birth (ex. 08Jun1976).

You also can download the Benefitplace app to complete your enrollment on your mobile device. Use the code “RSFBenefits.”  

Enrolling by telephone is NOT an option.

IMPORTANT:

Your 2022 elections for Health Savings Accounts, Health Flexible Spending Accounts and Dependent Care Flexible Spending Accounts do NOT carry over. You must actively enroll in these plans if you want to participate in 2023.

If you do not make changes to your 2022 elections for medical, vision, disability, supplemental/dependent life insurance, critical illness, accident insurance or universal life insurance, your current elections will carry over for 2023.

See the DENTAL section below for important information about what happens if you do not make changes to your 2022 dental plan election.

Medical (Administered by BlueCross BlueShield (BCBS))

We are pleased to be able to maintain our current medical plan design offerings for 2023. The following medical plans continue to be available:

  • Alliance Prime (plan generally limited to only RSF Health Alliance network coverage)
  • Alliance Flex (plan with RSF Health Alliance network and BlueCross BlueShield network coverage)
  • Alliance Save (high deductible plan with a Health Savings Account)
  • Alliance Out of Area (for those who live outside the Tri-County area)

For all of these plans, using the Roper St. Francis Health Alliance network of providers will ensure the lowest copays and co-insurance. But if you have dependent(s) who live outside of the Tri-County area, you should consider enrolling in a plan that has other network options available, too.

The cost of insurance and healthcare continues to rise and affect employers nationwide. The new rates for 2023 will vary, but on average, teammate payroll contributions for the medical plans will increase by about 5 percent.

The difference between Qualified and Non-Qualified rates continues to be standardized across plans and coverage tiers. Teammates hired or rehired in 2022 and teammates who experienced a Qualifying Life Event that prompted them to add teammate medical coverage during 2022 are automatically considered Qualified for purposes of Open Enrollment for 2023.

If you are continuing medical coverage from 2022, you can use your current medical ID card in 2023. If you have a name or address change or are making a coverage level change, you will receive a new medical ID card in the mail. If you elect coverage for the first time in 2023, you will receive a medical ID card in the mail.

2018 Employee Contribution Rates

Flexible Spending Accounts/Health Savings Accounts (Administered by Optum Financial, formerly known as ConnectYourCare)

Your 2022 elections for Health Savings Accounts (HSA)Health Flexible Spending Accounts and Dependent Care Flexible Spending Accounts do NOT carry over, so you must actively enroll in these plans if you want to participate in 2023.

RSFH will continue to make an annual contribution into a teammate’s Health Savings Account as follows: $550 for teammate only coverage; $825 for teammate and spouse coverage; and $1,100 for teammate and child(ren) or family coverage.  The IRS has increased the HSA contribution limits modestly for 2023. The annual limit on HSA contributions (including contributions from RSFH) will be $3,850 for teammate only coverage and $7,750 for family coverage. Teammates who are age 55 or older may make up to an additional $1,000 in catch-up HSA contributions.

The maximum contribution limit for Health Flexible Spending Account for 2023 will be $2,850. The maximum contribution limit for Dependent Care FSA remains $5,000.

Dental Implants

Pharmacy (NEW FOR 2023: Administered by MedImpact)

All medical plans will include prescription drug coverage administered by MedImpact beginning in 2023 instead of Express Scripts.  Teammates should expect some changes related to administrative processes and programs. All teammates with pharmacy coverage for 2023 will receive a new ID card in the mail from MedImpact.  Cards issued by Express Scripts will no longer be valid.

Teammates can access MedImpact’s portal for more details, such as prescription drug pricing and network information.  An overview of the plan design is shown below.

*You will be able to get your maintenance (generic and brand) drugs at retail two times at your regular copay-coinsurance.  Beginning on the third fill obtained at a retail pharmacy, you will pay 100% of the cost of the drug.  In order to continue receiving benefits, you must switch to a 90-day prescription and fill through mail order.

2018 Employee Contribution Rates

Dental (New for 2023: Administered by Delta Dental of Ohio)

RSFH is transitioning from Delta Dental of Missouri to Delta Dental of Ohio. There will be three different plans from which to choose: Core, CorePlus and Enhanced. Please see the chart listed on the Dental page for an overview of the coverage offered under each plan.

Note that both the CorePlus and Enhanced plans include orthodonture benefits for teammates, spouses and covered dependent child(ren). Any previous orthodonture services prior to Jan. 1, 2023 will not count toward the orthodonture lifetime maximum benefit in the CorePlus or Enhanced plans with Delta Dental of Ohio. Premiums vary according to the plan you select.

If you elected dental coverage in 2022, and you do not make changes during open enrollment, you will be automatically enrolled in the CorePlus plan for 2023.   All teammates with dental coverage for 2023 will receive a new dental ID card in the mail from Delta Dental of Ohio.  Cards issued by Delta Dental of Missouri will no longer be valid.

Vision (Insured by Physician’s Eyecare Plan)

There are no changes to the vision plan, but RSFH was able to reduce teammate premiums for 2023. To learn more about the Physicians Eyecare network, visit www.physicianseyecareplan.com.

If you are continuing coverage from 2022, you can continue to use your current vision ID card in 2023. If you elect coverage for the first time in 2023, you will receive a vision ID card in the mail.

Voluntary Benefits

RSFH will continue to offer critical illness and accident insurance with The Hartford and a universal life plan with Transamerica.

If you do not make changes to your 2022 elections for critical illness, accident insurance and universal life insurance, your current elections will carry over for 2023.

Life Insurance/Accidental Death & Dismemberment Benefits

There are no plan design changes for basic life insurance and accidental death and dismemberment benefits.

These benefits continue to be made available at no cost to you. If you do not make changes to your 2022  supplemental/dependent life insurance, your current elections will carry over for 2023.

Disability Benefits

There are no changes to short-term*or long-term disability benefits or premiums. If you do not make changes to your disability insurance, your current elections will carry over for 2023.

*If you are electing the short-term disability plan insured by Manhattan Life for the first time or making changes to your existing plan, remember that you must call Aon (formerly known as Farmington) directly at 800-621-0067.

Education Benefits

RSFH is partnering with Kaplan to offer a debt-free priority pathway through Purdue Global in 2023. Changes to the Tuition Reimbursement Policy are also in the works to (a) increase the maximum benefit to $5,250 for full-time teammates and $2,750 for part-time teammates; and (b) expand the eligibility requirements for teammates to participate in this program such that only 90 days of employment are required in 2023.
